Windows won't allow me to take ownership of system files!

When I try to take ownership of a system files such as authui.dll or explorerframe.dll windows won't let me. And whenever I try to change my start orb I get the following error message...
Can somebody please tell me what's going on and how I can fix this because I really wan't to start trying out custom themes again.

Hi,
We do not recommend to modify the system files which may cause some unknown errors and issues.
Takeown.exe can be used from an admin Command Prompt to change the ownership of a file system object. More information, please see:
