DC demoted. Site with no DC.

Hi all,
I try to explain my issue.
One domain. Two different sites (site A and site B). Site A contains 2 dcs which one is Master. Site B contains 2 dcs which were experiencing sync issue. So I decided to:
- set subnets of site B so they belong to site A (by Active Directory Sites and Services)
- set dhcp of site B so all subnets use site A's dc
- demoting of site B's dc
Doing so, all subnet of site B are pointing to site A's dc. Now I'd want to add two brand new dcs on site B but, as described before, all subnets in Active Directory Sites and Services are pointing to site A.
Once I add 2 brand new dcs, how can I set all back to site B?

Problem is that on site B there are no dcs avaiable. So I thought I should:
- promote new 2 dcs although their subnet belongs to site A (!!!)
- move the new dcs on site B (as you suggested in the end)
- set servers subnet so belongs to site B
- set other subnets so they belongs to site B
Please let me know if it's correct or if I could get in stuck in some ways. For example, could be any problem with server replication, once I move the new dcs into another site?

It looks correct to me. It's just two times moving to a different site. You might want to check this article:

in AD Sites and Services, open the subnets folder. Right click on your subnet and select properties. Change their site information to site B (on the first page that opens).
To move your DC to the second site, expand your primary site (or where the DC is located), drag it into the servers folder of the second site.
