    On the add a user screen:

    I you enter a different password  in the "Reenter password" field  and tab to the next field it does not show "The passwords you entered don't match.  Try again".  However, when you click next it shows you the message.  However, if you fix the password to match it still shows the "The passwords you entered don't match.  Try again" making you think you entered it wrong again.

    I have a test it on Windows Server 2016 TP4(version 10.0.10586) as below:
    Open Control Panel – User Account, try to add a user account.
    Enter the passwords which are not matched for the first time, error prompted.
    Enter the password which are matched for the secondary time, the account is created successfully. 

    I want to confirm with you that if the OS installation file is downloaded from Microsoft Official website. Besides, you may run “msinfo32” to check the OS version, confirm to see if it is the same as mine test system.
