Hi,
In Outlook, the user can create an email message template and save it in local machine for individual user using. In Exchange server side, there is no email message template can be customized for all users using.
We can consider Lee's suggestion to put the email message template which is created in Outlook side in the Public Folder for all users. About how to create an email message template in Outlook, please refer to:

I'm not sure what you need, but this might work if you have Public Folders. Compose a message in Outlook with the text and subject you want. Don't send it, but close the window to save it into your Drafts folder. Drag it into a Public Folder. Right-click it, and choose Reply or Forward to send a copy. It seems to work okay here, and it doesn't add RE: or FW: to the subject as you might expect.

Thank you both for your valuable suggestion, i am trying to implement through same way.
i have one more query regarding Email formatting, i want to apply default formatting to each sending mail with header section with my company logo with New compose mail, Reply mail and also forward mail.
in the outlook i applied default theme form the stationary section but theme is applicable only while compose new mail, still not applying in the Reply mail and forward mail.
another thing would like to know where i can set default theme in outlook web app?
so is there any way to achieve these things?

As far as I know, themes and stationary are only applied to new emails, not replies or forwards. There is usually (but not always) a good reason this sort of thing, and if I had to guess, I'd say it's something to do with maintaining the style of the original.Friday, September 12, 2014 9:09 AM

Hi Mahendra,
Generally, we can add a disclaimer for all messages send by your Exchange server by using Transport Rules. Just like the following rule:
It can add a disclaimer “Send by Microsoft” in all messages body. If you want to add a Company Logo (an image) for all user messages, we can add images to an HTML disclaimer by using the IMG tag. For example:
<IMG src="http://myserver.mydomain.com/images/companylogo.gif">
Please note that images added by using IMG tags aren't embedded in the message. Images should be located on a Web server that's accessible to the e-mail client.
Additionally, here is an article about Organization-wide disclaimers, signatures, footers, or headers. It should be helpful for your requirement:
