Actions to Access as Read-Only?

I am new to Sharepoint and still learning. I need to know how to make Actions to Access2007 as Read-Only for the users. Does anyone have any suggestions?

Hi,
If I understand correctly, do you want to make users Read-only to Access Datasheet view in SharePoint list? If so, we can set permission in the list via Settings > List Settings > Permissions for this list, then in permissions page click Actions > Edit Permissions and click OK on the pop-up window. There you can add users or groups and grant them view-only permission.
In addition, if you want to make uses Read-only to Access document in document library, you can set permission for individual document or the document library.
