The Windows Malicious Software Removal Tool was released normally yesterday in a October 2016 Version (KB890830) along with the new rollup updates. So no, that Update is not included in the Security Only Quality Update. This Rollup only contains Security Updates, as the Name implies. KB890830 is classified as Update Rollup.

Aah, from October onward MS will release patches like that.
so can't say Windows Malicious Software Removal Tool where is? that can be included in anywhere.
but that could be in update roll-up check out the KB890830
and what do you mean by optional updates? if you are referring the updates like you had before till Sep month, then no, you can't get now.
