I’m not sure where the reason it is, but you can try the method below to fix this problem for test.
1. Use system file checker to fix this problem for test.
Open Command Prompt(Admin), type sfc /scannow, press enter.
2. Use Dism command to repair system file.
Dism /Online /Cleanup-Image /ScanHealth
