App-v 4.6 How works readonly cache filling startmenu

I'm wondering the following about app-v 4.6, I hope this is the right forum.

when I use local cache al the applications from the app-v console are published to my start menu.

when I use read only cache, I only see the applications in my start menu which are in the readonly cache.

where does app-v get this this information. I thought that app-v gets the information from the console (database), but somehow the readonly looks leading in this. Can anyone tell me how this process works. i'm just curious

Filling the cache is seperate from publishing the applications - so the read-only cache should contain the same applications that you are publishing to users.
