If you are looking for free solutions then xSNMP is probably the best.
If you are happy to pay for a solution then I'd also look at:
Opslogix -

Opslogix is the "lighter" and cheaper option.

Msft has made Network monitoring is a major investment in SCOM 2012 so you might want to take a look at the release candidate in a test environment to see if you can wait and save some money.
