Use Sysinternals Process Monitor or Sourceforge Regshot to identify the
underlying registry value. Then deploy this value through Group Policy
    Preferences "Registry".

    The registry key should be:

    HKEY_CURRENT_USER\Control Panel\Accessibility - MessageDuration

Now you have the underlying registry key that control this option, you can then use Group Policy Preference to deploy/create the key on all of your client machines.

Configure a Registry Item via GPP: https://technet.microsoft.com/en-us/library/cc753092.aspx
