This issue occurs if the following file is corrupt.
C:\Users\v-artxie\AppData\Roaming\Microsoft\Sticky Notes\StickyNotes.snt
You may remove this file. Then it will be recreated after you launch Sticky Notes the next time. However your old notes will be removed either after doing this task.
