    Hi,

    I have installed SCSM 2012 SP1 with one management server, one data warehouse management server and web portal parts. I am successfully able to access Service Manager Portal with full control rights on SharePoint site (http://<servername>:port/Smportal), but it is blank when i am login as an user with Read or Contribute only rights. 

    Please help me to resolve this issue.

    First of all, it would be enough to assign "read only" rights to users.

    Still, your problem comes not from the rights, but from the configuration of SSP, you should read this article
