Hi,
As my opinion, you can disable the context menu on a right-click using GPO, and achieve the pin function by dragging the program's shortcut to the Start menu.
For detail steps to disable right-click function:
1. click start and type “gpedit.msc” in the search bar and press enter
2. In the left pane, click on to expand User Configuration, Administrative Templates,Windows Components, and Windows
Explorer.
3. In the right pane, right click on Remove Windows Explorer's default context menu and click on Edit.
4. chose
enable and click OK
