Do you mean you use SCOM 2007 at MSP site to manage SCE 2007 at customer site? If it is, please check the following:
1. Ensure the Service Provider Management Pack has been imported properly.
2. Check if the SQL MP has been imported in the SCOM 2007.
3. Ensure the agent can be pushed to the clients from SCOM and the port 5723,5724 has been opened in SCOM.
4. Restart the health service on SCOM and SCE server.
