Project Server 2016 - Creating new project - no access to page

    Question

  • After upgrading Project Server 2013 to 2016 I have strange issue:

    User in Project Manager default group cannot create new project. After clicking New -> Project in Project Center he sees:

    Access error is not shown only if I:

    - add user to Administrators group

    - add Manage Workflow and Project Detail Pages permission do Project Managers group


    Users from Project Managers group have permission to detail pages:

    Someone has met with such behavior?

  • First try in it Chrome.   Chrome works the best.

    2nd, if it works, the IE browser is not properly configured or a GPO is causing issues, such as site note trusted, or enterprise policy enabled.

  • Unfortunately, even trying in Chrome - issue still occurs...

    Any other ideas?

  • Run the SharePoint  Configuration Wizard and make sure it runs thru completion.

    Make sure that it is a trusted site. 

    Also, try right clicking on browser and run as administrator.

    Do any of these options work?

  • Unfortunately, none of the options helped...

    Issue occurs even if I am using delegation on user which has Project Manager role, so it is not a browser od PWA problem.

  • During the migration, did you happen to have any 3rd party web parts or scripts embedded on the page.  

    See if you can edit the page as administrator and look for any web part that may not look appropriate.

    Also, I will provision a second PWA site in the application called PWA_OOB (for out of box) and use if for cross referencing.  Once you set it up, see if PWA_OOB fails with the same error.
