IE lockdown for Non-Admin accounts

Greetings, I am in the process of setting up MS Server 2008 with thin client terminals. But i am having trouble limiting or restricting the internet access on the terminal clients (as in non Admin access), I only want the the admin login to have internet access, I was thinking this should be in group policy, but I cant seem to find the right one or make the right changes. Any ideas

Perhaps you can set a GPO to use a proxy of 127.0.0.1 for all regular users and then make sure (via GPO ) that users can't change this.
