Windows 7 remote desktop problem with multi-monitor

I have an issue preventing me from starting a dual-monitor remote desktop session of one of my Windows 7 machines. To try and test the problem fully I've done the following:
I have two remote computers, RM1 and RM2. Both are VM's running Windows 7 Professional, both hosted on the same server.
I have two workstations both Windows 7, CL1 and CL2 with dual monitors.
When I connect CL1 or CL2 to RM1 using the RDP settings for multiple monitor support, I get a dual monitor remote desktop session. However, when I connect to CL2, I get only one monitor, regardless of whether I use CL1 or CL2.

I assume that this issue happens if you connect to “RM2”. (?)
In this case, please check this policy setting: “Limit maximum number of monitors” at the RD host.
Use run gpedit.msc and point to:
Computer Configuration \ Administrative Templates \ Windows Components \ Remote Desktop Services \ Remote Desktop Session Host \ Remote Session Environment \
This policy setting allows you to limit the number of monitors that a user can use to display a Remote Desktop Services session. Limiting the number of monitors to display a Remote Desktop Services session can improve connection performance, particularly over slow links, and reduce server load.
If you enable this policy setting, you can specify the number of monitors that can be used to display a Remote Desktop Services session. You can specify a number from 1 to 10.
If you disable or do not configure this policy setting, the number of monitors that can be used to display a Remote Desktop Services session is determined by the value specified in the "Maximum number of monitors per session" box on the Display Settings tab in the Remote Desktop Session Host Configuration tool. (Only available at Windows Server 2008 R2)
Please check also the setting for “Use all my monitors for the remote session” at the Remote Desktop Connection Property’s Display tab, for the connection to the specific host.

Can you help me with this remoting in/ monitoring issue. My PC at home with dual screens (one is a dell monitor with VGA to the PC and the other is a vizio tv with an hdmi) has Windows 7 with Remote Desktop Connect. Both the dell and the vizio work well on my local PC with dual capabilities. I am trying to remote into a pc at work and waht to use the dual screens (this pc has windows xp professional). I have been unsuccessful with the following:
a. Tick the option “use all monitors for the remote session” in remote desktop client display
b. use the “/multimon” switch on the mstsc.exe command line. mstsc.exe /multimon
c. add “use multimon:i:1” to the RDP file. Any idea what I am I doing wrong here....???Thanks,
