Sideload key with Enterprise

Question,

My understanding is that Windows Enterprise 8.1 is able to sideload apps without the use of a sideloading key while domain-joined.

If we have Windows Enterprise 8.1 that IS NOT domain-joined, can we use a sideloading key to sideload apps or is the domain-requirement fundamental to sideloading?

I really don't want to have to go downgrade all these desktops to Pro just to sideload with a key. We are not using any AD system since we employ Azure Active Directory Services and Microsoft Account.

There are two methods for running a Sideloaded App:

Join a domain. This method is only supported for the Windows 8 Enterprise operating system;
Activate a sideloading key. This method is supported for Windows 8 Pro or Windows 8 Enterprise or Windows RT running on a device that is not domain joined. Activate a sideloading product key for each device.
