Hardware including driver and the combination of all hardware are factors which may affect the system performance.
First, make sure that requirements of installing WS 2016 TP version are met - System Requirements and Installation:

Besides, hardware has the latest/appropriate driver edition installed. Also, I would recommend you to install the same OS on an virtual environment(with similar configuration), and compare the CPU usage.
If the problem persists, is there any role/service has been installed/configured? Any event has been logged?
