  • RGPMO --
It sounds like a PMO in your organization is creating the projects and then handing them off to a PM to actually manage the projects.  In a situation such as this, your Project Server administrator would first need to ensure that your PMs are able to open and edit every project.  Then, after the PMO creates a new project, the PM for that project would need to open the project in Read/Write mode.  He/she would need to apply any task view, such as the Gantt Chart view, and insert the column called Status Manager.  In the Status Manager column, the PM would need to select his/her own name for EVERY task in the project.  And finally, the PM would need to save and publish the latest changes to the project.  Once the PM is the Status Manager for every task, he/she will see the task updates in the Approval Center page in PWA, and be able to approve or reject the task updates.  Hope this helps.
