Hi,
Firstly, what’s the command you’ve run? Please refer to the following steps and articles:
1. On Exchange 2010, open Exchange Management Shell change the path to drive:\Program Files\Microsoft\Exchange Server\V14\Scripts
2. Then type .\AddReplicaToPFRecursive.ps1 -TopPublicFolder "\" -ServerToAdd "Exchange2010 Server name"
The above command will add replica of all public folders to Exchange 2010 public folder database.

Then please check in ADSIEdit that if any empty servers container in every legacy Administrative Group, not just only the one in the “First Administrative Group”. If yes, you need to delete it (using ADSIEDIT).
Hope it helps.

I ll suggest you to wait for sometime and keep monitoring the event log and public folder database size as PF replication take much time in exchange 2010 to do the initial migration.
Thanks
