Sharing a Camera and Windows Hello RRS feed

  • I just set up 10 new laptops and have a remote connection to a Windows 10 Enterprise 1903 desktop with no camera. I have checked off  Video capture devices under Local devices and resources under Local Resources. This has always worked with all the workstations in our office with most laptops. No it constant says, "Close other apps. It looks like another app is using the camera already.If you need it, here's the error code. 0xA00F4288,AllCamerasArereserved." 

    I've already checked under Security\Camera and no apps are using the camera. I Tried turning off the firewall, unloading the AntiVirus, disabling all the the startup apps. I check the task manager and see no appps that use the camera.

    We recently added Windows Hello to our Group Policy. I know it's exempt under security but could it be the issue? At this point, I'm out of tricks and we have 10 remote users who can't use these brand new laptops for Zoom meetings. Any help would be appreciated. Thanks.
