Cumulative update bug breaks index in search setting or control panel items RRS feed

  • Hello everyone IT Pros. Can anyone else confirm this or am I missing something? When latest Cumulative Update is installed, newly created user profiles cannot search anything settings (like item from Control Panel or new Settings Panel) from the start menu or the search bar.

    To reproduce the problem:

    1. Download the latest Windows 10 ISO 1511 or 1607 version from Microsoft's website (checksum is matching with Technet ISO)
    2. Do a clean install like normal. During setup, I chose Express Settings, I Own It, Skip Microsoft Account, and named my initial account User1.
    3. Log in with User1 everything works fine
    4. Create another traditional user account, User2, log in with User2 and search working well.
    5. Install all updates from Windows Update and reboot
    6. Create another traditional user account, User3, log in with User3 and search stopped working for this profile. User1 and User2 working good.
    7. Try to search for "update" in the User3's start menu. Notice that the start menu says "These results may be incomplete" and does not show any results. Also notice that this folder is empty: c:\Users\User3\AppData\Local\Packages\windows.immersivecontrolpanel_cw5n1h2txyewy\LocalState\Indexed\Settings
    8. Now, to fix the problem, uninstall latest cumulative update and reboot.
    9. Log in as User3 again and perform the same search. Return the correct results and work as expected.
    10. When I install Cumulative Update again every newly created profile suffer from searching issues.

    This problem occurred on almost every PC in my company/home/environment probably also in you. Basically it’s all down to this missing folder… %localappdata%\Local\Packages\windows.immersivecontrolpanel_cw5n1h2txyewy\LocalState\Indexed\Settings\en-US or other locale folder When Widows 10 creates a new profile it doesn’t include the Indexed folder which contains the settings for all the Language packs.. Thus breaks the indexing function for that profile. It's awesome that I get tired of this issue since Windows 10 was revealed. So far Microsoft doesn't fix this bug! OK, I can copy missing locale folder from initially created profile but this is not a long-term solution. I tried almost every advice which I can found in Internet, sfc scannow, reinstall cortana, fix services, install another CU, install other build, try almost 100 different PC/laptops with various configuration... I'm IT Pro in medium size company and this problem drive me crazy. I can even say that this is most strange and annoying problem in my career which I can't handle. Can anyone help or escalate this problem?

    Which ISO did you start with?  Was it version 1511 or 1607 or have you tried both?


    8. Now, to fix the problem, uninstall latest cumulative update and reboot

    Could you cite specifically the CU you are uninstalling?  You say "latest" but my understanding is the last CU was manual install from Catalog site only.  In addition, there should be another CU out on 2/14/2017 so we want to be sure which update you're referring to.

  • It really doesn't matter which CU you installing. For example I try install below CU for 1607:

    January 26, 2017—KB3216755 (OS Build 14393.726)
    January 10, 2017—KB3213986 (OS Build 14393.693)
    December 13, 2016—KB3206632 (OS Build 14393.576)
    December 9, 2016—KB3201845 (OS Build 14393.479)

    and after install whichever of this problem persist. Issue also exists on Version 1511 (Build 10586) and probably I guess on initial Windows 10 release from July 2015 (Build 10240).

    You can install fresh OS from ISO image, run Windows Update, reboot system and after you create and login to your newly created account your search is broken right now. When you uninstall CU search magically starts working, Indexed folder in userappdata directory is being created and everything working fine, till you again install latest CU manually or from WU and create next user account for example.

    When you create each new user, you must wait for indexing to be performed the first time.  That is probably why you got the "results incomplete" message referenced in your first post.

    It may be coincidence that by the time you uninstall the CU, search results begin to show.  If you "create next user" after CU reinstall, the problem would reappear because, again, you need to wait for initial indexing of that next new user.

    Am I understading your observations correctly?

    Not completely :) I know that I must wait for indexing to be performed the first time, but when CU is installed you can wait for this operation endless. File never will be indexing because folder which I mentioned above with locale setting won't ever created. Directory %localappdata%\Local\Packages\windows.immersivecontrolpanel_cw5n1h2txyewy\LocalState\ is totally empty. When I uninstall CU this folder is magically recreating, file is indexing and after few minutes search starts working flawlessly. If you have a little portion of free time you can reproduce this error yourself on VM-Lab for instance. I spend a lot of time to research and resolve this issue, sadly unsuccessfully. However I know that this issue only occurred after CU is installed. Sorry for my English but it's not my native language :)

    For completeness I tried below ISO downloaded from https://www.microsoft.com/en-us/software-download/windows10 to reproduce this issue:

  • no I have only 1 occurrence of system language. This language is also default user interface language as stated by message. I always install fresh OS and never try add additional language.

  • I have the exact same issue.

    The folder %localappdata%\Local\Packages\windows.immersivecontrolpanel_cw5n1h2txyewy\LocalState\Indexed\Settings\en-US is empty.

    When I do the fresh OS install I select Australia English as the region.

    Just this week when setting up a new machine even after I copied the setting folder across the search results did not work.

    I discovered that I has two of the same language installed and had to remove one before the search worked again.

  • I know that Microsoft is aware of this annoying issue but I don't know why they were not able not fix this for such a long time.

  • Thanks, I'm not the only crazy one. 

    This happens to me too just about every CU. Without warning I'll lose a day of productivity.

    Thank you nunor, I'm going to try your work around.

    Please fix this! Or allow for a backup and restore function on search index.

  • I had the same problem, so uninstalled all the CU in last month, 3 in total, problem still there but once I reinstalled the updates over again the problem was solved and is working fine. Good luck to all
