PCEU ransomware, very difficult to remove RRS feed

    I have a home computer using the Vista OS. It is infected by a very vicious PCEU ransomware lately. The safe mode option is blocked by the ransomware completely. After going through a number of anti-malware screen, including the Microsoft security, the computer remains locked despite removing a lot of malware (including a win32/Urausy.E). What happens now is that the computer would show a launch start up repair. If you follow it, it goes to a blank screen requiring you to log in. As this is a home computer, I do not set up any user account. Even if I put my correct user name in, it would not recognise it. I wonder whether there is another malware still working. If not, is there any way to launch a safe mode boot from a usb drive or other methods. I would be grateful for your help please. (P.S. I used the vista own back up system, without creating an external copy. As such, I can't even get to my backup in the current state.)
