Trouble with a program wchich used to have no problem running on windows xp sp2

I am having that problem with a program. In windows XP SP2 when all settings are made to bulgarian language and there is also setting that i can not find in windows 7 which is for the non-unicode programs to use bulgarian language as well. When those settings are made under Windows XP sp2 OS the program has no problem running properly... but in windows 7 comes up an error saying "The Microsoft Jet database engine cannot find the input table or query '????? ???????'. Make sure that it exists and that its name is spelled corectly." After that the program turns on all the menues, database, options are either gone or all the words came up as "??????".
Also when runing the troubleshooter and start the program the first error message doesn't come up but it comes up message that says that all paths to the database are wrong.

Did you ran it in compatibility mode in Windows 7?
Contact software manufacturer and report this issue.
You might consider to install old version of database.

is this application have any prerequiste ? or access to any database
