Every 1/2 hour or so, my screen will go black like its going in 256 compatibility mode then switch back to regular mode in 10 seconds. The file that is doing this is "Jwecia.exe" and here is the event that I got from it. I also chatted with Norton to see if they had any info on it to no avail. Thanks for assistance if there is any:

Hi blaze697,
I cannot find any information about "Jwecia.exe" from the internet. The issue can be caused by virus infection. If there is any antivirus software installed, please perform a complete scan.
Also, you can install Microsoft Security Essentials to perform the scan.
Regards,
Linda

If you search your hard drive for Jwecia.exe, where is it found? That may give you a clue to what program it is associated with.
