Is this a 'normal' Installation of Firefox or are you using Microsoft App-V to repackage it?
If it is a 'normal' Installation, you should visit the Firefox Support Forum: http://forums.mozillazine.org/viewforum.php?f=38

I advice you to use mozilla.cfg for applying these settings. Check out this recent topic or Aarons recipe for more info about sequencing Firefox with App-V.
