Server Manager Won't refresh - Windows Update error 800B0100

Hi, After attempting to install KB982381, I am unable to refresh Server Manager, or view historical updates installed. Susequent retries of KB982381 fails with 800B0100. OS is Windows Server 2008 SP2, with Exchange 2007 SP1 update rollup 8, CCR secondary node.
The SUR reports:

I have downloaded the KB982381 msu, but that fails also. Any ideas or alternate downloads that can resolve this problem?

Hi,
Please download the files from the following site and then copy them to C:\Windows\servicing\Packages to replace the old files.

Thanks for the response. The OS isn't vista, so not the right thread. I'll review the IE one, but similar problems have been anserwed in this forum, with microsoft providing a recieve files link to replace the needed files.
A support call has been placed as well, as we are a SA and Premier customer..

Thanks Tim, I had already copied those files from another server on advice from MS Support. We have resolved the servermanager refresh isse by replacing the .cat and .mum files, but now get a 80070020 error when trying to apply KB982381. So progress has been made, but the overall problem is still present.
