DNE will not Install on Build 10166

  I am trying to install Cisco VPN client 5.0.07.0440 on Windows 10 64bit build 10166.  The client will not install as it fails to install DNE.  I have tried the manual DNE install instructions here: http://www.citrix.com/go/lp/dne.html?_ga=1.216700438.1037755444.1436801438 but I get an error when installing.  I will note that the MaxNumFilters registry entry did not exist, but I tried to manually add it.  I am a local administrator on the PC, and it is logged in with a windows live account.  Does anyone know if this is simply a build incompatibility that will be resolved in final release?  Or do you have any more recommendations to fix this?  I have several clients who still use this VPN.
