Is there any utility to download/upload the files from/to Sharepoint other than Sharepoint portal/Windows Explorer?

Microsoft Office picture manager can bulk upload images to a picture library

You can use your Sharepoint designer for this.

What is your business requirement?

I've seen utilities on codeplex that do this kind of thing.

Powershell may also be a good option.
