    Yes, you can make an external list from a SQL Azure table in SharePoint online.

    I am not sure whether it can make with Azure SQL Datawarehouse, you can try to set Azure SQL Datawarehouse in the following section. 

    When you select SQL Server, specify the following:

    Database Server name

    Database Name

    Name
