AD RMS: The licensee specified in AcquirePreLicense is not valid

  • Good day,

    Issue: Some users are unable to open RMS protected attachments.

    When we run test-irmconfiguration -sender (email address) on the Exchange mailbox server and below are the results. This is the same for every user who is having issues:

    Any help will be very much appreciated

    Already saw the "fix" here https://social.technet.microsoft.com/Forums/en-US/da71f3e9-0e17-4840-a31a-daa1446cf9f8/exchange-2016-owa-integration-with-ad-rms-2012-r2-issue?forum=rms but it appears to not be working, 

    If anyone can confirm how to " reset permissions" for AD users, that will really help.
