Hi Kam,
Thank you for the quick reply.
Now let’s try the following suggestions to check the results.
Suggestion 1
Restart the computer and keep pressing F8 to enter Safe Mode.
Click Start -> All Programs -> Accessories, right-click Command Prompt and click Run as administrator.
Type the following lines and press Enter:
regsvr32 devmgr.dll
regsvr32 dmocx.dll
Can we open Device Manager in Control Panel\System in Safe Mode?
Suggestion 2
Please create another administrator account and test the result.
Hope it helps.
Best regards,
Tim Quan

Click on the blue Vista start button and type Device Manager in the Start Search box, then click on the Device Manager entry that appears just under the Programs heading. Does your Device Manager open using this technique?Saturday, January 5, 2008 8:21 PM

Hi Kam,
Thank you for the post.
First I would like to confirm if we can access Device Manager using the following two methods.
Method 1: Click Start, type “Device Manager” (without quotation marks) and press Enter.
Method 2: Click Start, type “devmgmt.msc” (without quotation marks) and press Enter.
Method 3: Restart the computer and enter Safe Mode. Double-click Device Manager in Control Panel.
What are the results?
I look forward to hearing from you.
Best regards,

Tim,
Appears this thread ended here. Was there any solution found? I am having the same problem. Tried your suggestion number one, both regsvr32 orders came back okay but could still not open Device Manager from System in Safe Mode. Tried Suggestion 2 and nothing this way either.
