Windows 10 - Install BizTalk 2016 SSO-64 Fails with 1060 and Error 0x8004e00f: Failed to get collection RRS feed

  • I have completed a successful run of DTCTESTER, so MS-DTC would seem to be working. 
    I believe I was just put into the correct group policy and rebooted, and that's when I got DTCTester working. 

    Full BizTalk install fails, so for now, I'm just trying the SSO install setup.exe with "run as administrator".
