Did you know you can use Azure AD as a claim provider trust (or an Identity Provider) directly without using ADFS? As long as your users are synchronized in Azure AD, you could skip the ADFS bits on-prem and even have SSO for your internal users (aka
Azure AD Seamless SSO). And now you can even use Azure AD conditional access to protect your on-premises applications!
