I have recently restarted my PC and now I go onto the windows store and try to reinstall forza horizon 3 and it says that I own it but the install button is not clickableSaturday, October 1, 2016 11:28 AM

What is the OS of your PC? Could you provide related screenshot?
If it is client OS, then it's better to turn to Windows Client forum for better help:
