First of all, because I can't determine if your computer has the latest stack update (SSU) installed, in order to improve the reliability of the update process, please browse
this article to install the latest SSU.
Then, if this update is installed through WSUS approval, please execute the following command in the elevated CMD of the client computer to reset the softwaredistribution folder:
net stop wuauserv
ren C:\Windows\SoftwareDistribution softwaredistribution.old
net start wuauserv
After restarting the computer, try to re-detect the update and install it, or consider downloading the
kb4499175 stand-alone installation package for installation.
