Skype for Business 2015 on-premise + block file sharing with federated partners

Hi Absar,
This function can not be achieved,if you want to blocked the file share ,you just block this funtion for all edge file transfer include internal to external file transfer.
new-csfiletransferfilterconfiguration -identity site:Redmond -action blockall -enabled $true
You cannot blocked it for all federated users.
