For Entrprise Voice you need Lync Plus CALs and one of three possible external telefony integration:
- Direct SIP connection to IP-PABX
- SIP Trunk to VoIP Provider
- Media Gateway between Lync internal server and telephony network/PABX.
Of course you also need to configure outbound calls routing and translation rules.
If you have existing PBX you want to use next few years, you should use PBX Integration with gateway (audiocodes, dialogic, ferrari) or if it's compatible with lync you can try direct SIP. If you are using voip provider you can use SIP trunk.

Hi Ambati,
Dial-in conferencing is a feature that includes a variety of components. Some of the components are specific to dial-in conferencing and some are Enterprise Voice components. For details, see this document which describes the requirements for the components that are specific to dial-in conferencing.
For an optimum experience when deploying Enterprise Voice, ensure that your IT infrastructure, network, and systems meet the prerequisites described in this document. Hope helps.
