Yes, you can do it.
Just uninstall one update, follow this : http://winsupersite.com/windows-10/how-stop-windows-10-upgrade-downloading-your-system

You could keep your Windows 7.
Update KB3035583 which released in April would help users to get Windows 10 app. This update aims at Windows 8.1 and Windows 7 version, if you have installed this update, you would get the prompt to install Windows 10.
Therefore, we could uninstall this update to stop system upgrade.
Go to Control Panel->System and Security->Windows Update->View update history->Installed Updates
In this interface, select KB3035583 and uninstall it.
