To make changes in an existing header, double-click the header area so that Word activates it. You can position content using tab stops (or possibly by inserting tables without borders).
As far as the missing building block galleries are concerned, note that you can repair the galleries by exiting Word and renaming the Built-In Building Blocks.dotx file, which you'll find in your Windows user profile.
