  • Hi Risingflight,

To narrow down this issue, we have some things to confirm with you:
    1. Whether other users have the this issue at the same time?
    2. Have you checked the Delivery Reports in ECP or use command to check the mails which are stucked in queue?

If many users have this issue, please have a check on your server when this issue occur, whether it lacks of resources, such as CPU, memory or disk.

We can use Delivery Reports in ECP to check the "last error" for this mail. We can also use command to check the "last error" for this mail. This article may be useful to you: http://www.cryer.co.uk/brian/windows/exchange/2010/help_delivery_is_delayed_to_these_recipients.htm
