No you can't install SCCM 2012 RTM on server 2012. However, You can install SCCM 2012 Beta 1 on server 2012 http://www.microsoft.com/en-us/download/details.aspx?id=34607 (However you should only install Beta 1 in a lab because you can't upgrade to final release of SP1 from beta SP1). Requirements For SCCM Server: http://technet.microsoft.com/en-us/library/gg682077.aspx look at Operating System Requirements for Site Servers, Database Servers, and the SMS Provider

I don't have RTM, I have the Microsoft Volume release via my EA.
