Unable to install Windows Identity Framework on Windows 7 Enterprise

I installed Windows6.1-KB974405-x64.msu from http://www.microsoft.com/downloads/en/details.aspx?familyid=EB9C345F-E830-40B8-A5FE-AE7A864C4D76&displaylang=en#Instructions. But still the installation fails. Any ideas.

Just a confirm, .NET Framework 3.5 are installed in your machine?

If not, please install .NET Framework 3.5 first, then try again :)
