we have VBSS enabled on our delployment however all sites experience un-watchable content when playing a video.
can you please confirm the requirements for video based content sharing? we have users sharing via Skype client laptop and Skype room systems which are embedded within a powerpoint.

Are you sharing the PowerPoint as part of "Program Sharing" ? if yes this is not going to play a embedded video in PowerPoint.
You must need Office Web App (Now it is called as "Office Online Server") in order to render the embedded video in the PowerPoint sharing. Office Online Servers will help in rendering the video content in the PowerPoint and all the participants can watch the video content without any hassle.
How to Deploy Office Online Server and integrate with Skype for Business ?

If you enable the VBSS, you could meeting the Network bandwidth requirements for media traffic
Video codec
Resolution and aspect ratio
Maximum video payload bit rate (Kbps)
Minimum video payload bit rate (Kbps)
H.264
1920x1080 (16:9) (The aspect ratio depends on the sharer's monitor resolution, and will not always be 16:9)
4000
1500
