I want to list all group policies in which either the computer configuration or user configuration has no settings defined. Any powershell cmdlet or property will tell this information?Wednesday, February 27, 2019 3:33 AM

Get-Gpo -All
Get-GPO -All | select DisplayName, Owner, Path

Agrees with Mike, i would also recommend to do some google and reach out to community for any further assistance or if you are looking for anything more than just report of GPs.
you can check cmdlets available in Group Policy Module in PS
