Fully Patched - to date - IE11 Download

Shot in the dark... Is there such a thing as a fully patched (to date) version of IE11?
I have a number of Windows clients in a closed (no internet), classified environment that have stopped updating.
I'm getting various errors, but all generally pointing to permissions. I am the administrator but no luck.
Thus the though that there might be a patched IE11 out there.

create a slipstream image of your windows version that is fully patched.

Hi,
Internet Explorer 11 has prerequisite updates for installation, even you have standalone installation package, it will automatically access internet to download these updates for installation program.
Prerequisite updates for Internet Explorer 11
https://support.microsoft.com/en-us/kb/2847882?wa=wsignin1.0
In addition to what has been mentioned that create a full patched version Windows, try downloading all these prerequisite updates and apply them to these close clients. Then launch the program, it should pass the downloading process. I’ve down that before on Internet Explorer 10.
