    In order to copy a user profile, you need to login to a separate account.  If you are interactively logged in to the account that you are trying to perform the copy on, the Copy To button will be greyed out as you described.

    Microsoft does not support copying profiles under Windows 7 and Windows Server 2008. The "Copy To" button is grayed out for all profiles except the default profile. The only supported method is built into Sysprep

  • Even if you are logged out of the respective accounts you wish to copy from/to, the Copy-To Button is still grayed out.
