SiteCollection Owner Group with Full Control+Limited Access is unable to visit the sitecollection home page where as designer+Limited access is able to see

Only Site collection administrators are able to see the site home page.

Changes done before this happened.

1. Edited default page layout in sharepoint designer

2. Created a workflow for a list under sitecollection.

This is in SP2007

Are you using the publishing feature? If using the publishing feature make sure that you publish the changes

The page should be checked-in. Make sure that the page is not in checked-out state. Go to SharePoint Designer and check in the home page if it is in checked out state.
