Since Windows 8 the RSAT Tools are located in the applicaion 'Server Manager'.
But afaik the RSAT Tools for W10 don't work properly until now - your link Points to the pre release RSAT tools

That website states "It does not run on the May 2015 release of Windows 10 Insider Preview, build number 10122. An RSAT package will be available shortly after Windows 10 RTM."
Unfortunately, they have not released this yet and http://www.techregar.com/windows-server-2016/ mentions it will be aligned with release of Server 2016 Technical Preview, hopefully by the end of August.

This info clears a lot, but I wonder.
How to manage Windows servers from Windows 10?
I cannot use RSAT for Windows 8.1 (not applicable) and frankly speaking I do not have idea how to do it?Without managing DHCP and AD Users and Computers I cannot use Windows 10 in my organization:(
Also dsquery would be good:)
I believe you will give me solution.

Windows 2010?
You sound like our directors trying to talk techie about Microsoft Office
RSAT for Windows 10 (latest builds) is not yet released, it is said to be released in parallel with Server TP3 any time soon, apparently...
You'll just have to log on remotely to the respective servers for now.
This is not unusual, RSAT has always been a delayed a little with every previous OS release...

Hi,
According to the official information, that RSAT build does not work with the final release Windows 10. There is no RSAT package available at this time. A release of RSAT is planned for shortly. We apologize for the inconvenience.

What language pack do you have installed? Currently, the RSAT is only out for English.
You can also try installing via DISM

Does anyone knows why Microsoft team did not include DHCP Tools in this release?
- DHCP Tools. Dhcpmgmt.msc is not available in this release of RSAT, but equivalent Windows PowerShell cmdlets are available.
It is just temporary situation or maybe this is some kindy of their strategy?
Please tell me that it will shows up soon (very soon)..

Thank you for posting this information on RSAT for Windows 10.
It seems the component is installed in Windows Features but is missing from the Start Menu. I'll engage PG on this and follow up when I have more information.

In the Details section of the download it states the following:
Remote Server Administration Tools for Windows 10 can be used to manage roles and features that are running on Windows Server Technical Preview, with the following exceptions:- DHCP Tools. Dhcpmgmt.msc is not available in this release of RSAT, but equivalent Windows PowerShell cmdlets are available.
- IP Address Management (IPAM) Tools. IPAM tools are not available in this release of RSAT.
- Network Policy Server Tools. The NPS console is not supported on a Windows client-based operating system, and will be removed from future releases of RSAT.
- Routing and Remote Access Tools. Routing and Remote Access Tools that are GUI-based cannot be used for remote configuration in this release of RSAT, but the equivalent Windows PowerShell cmdlets are available.

I realize this is an older post, but I recently experienced the same problem and the solution for me is different than described. First, I am using Windows 10 Enterprise, and I have the appropriate language pack installed. When I installed RSAT (64bit of course), I did not reboot right away. When I started the machine the next day, RSAT did not show up under the “Turn Windows Features” window.
To solve the issue, I uninstalled KB2693643 (RSAT), then rebooted, and then I installed it again. This time, after the install when it said Reboot Now, I clicked the button. Everything worked from then on.

Hi,
Were you able to receive the assistance needed from Microsoft regarding these fail RSAT install KB's? I'm also in need of this toolset. It's practically brought my small corp to a standstill. Please let me know.
Thank you,
